Some changes can be applied here below later in accordance to\u00a0Lithuanian government rules in target to manage event healthy and safety.\u00a0<\/em><\/p>\n<p><strong>I. GENERAL REGULATIONS<\/strong><\/p>\n<p>1. The rules of the current Regulations apply for the Championship organized by ESBA.<br \/>\n2. Every player, coach, team manager, the Championship organizers and any official attendant shall fulfill and honor all and every ESBA Regulations and ESBA Rules.<br \/>\n3. The Championship management:<br \/>\na. ESBA Board<br \/>\nb. ESBA Director<br \/>\nc. ESBA Sport Director<br \/>\nd. Local Organizing Committee (LOC)<br \/>\ne. Head referee<br \/>\nf. Technical Committee and Jury Appeal<br \/>\ng. Commissioner<br \/>\n4. The official language of the Championship is English. Any other language may be used by consensus. In case of doubt the English language shall prevail.<br \/>\n5. The deadline of the teams\u2019 registration is<strong>\u00a0May 1, 2022<\/strong><br \/>\n6. LIVE statistics will be available during all games of the Championship.<br \/>\n7. The official game ball of the Championship will be announced at least 2 months before the Championship. Balls will be provided by Organizers.<\/p>\n<p><strong>II. AGE CATEGORIES<\/strong><\/p>\n<p>8. Age categories are as follows:<br \/>\na. Women: 30, 35, 40, 45, 50, 55 years and over<br \/>\nb. Men: 40, 45, 50, 55, 60, 65, 70 and 75 years and over<br \/>\n9. Age determined at December 31 of the Championship year, except:<br \/>\na.\u00a0<strong>One<\/strong>\u00a0younger player (younger by\u00a0<span style=\"text-decoration: underline;\">no more than one year<\/span>; age determined at December 31, 2022) could be added to the following age categories:<br \/>\n\u2022\u00a0<span style=\"color: #ff0000;\">Women 30, 35, 40, 45, 50, 55<\/span><br \/>\n\u2022\u00a0<span style=\"color: #0000ff;\">Men 60, 65<\/span><br \/>\nb.\u00a0<strong>Two<\/strong>\u00a0younger players (younger by\u00a0<span style=\"text-decoration: underline;\">no more than one year<\/span>; age determined at December 31, 2022) could be added to the following age categories:<br \/>\n\u2022\u00a0<span style=\"color: #0000ff;\">Men 70 and 75<\/span><br \/>\n10. No player is allowed to play in more than one team and more than one category at the Championship.<\/p>\n<p><strong>III. PARTICIPANTS<\/strong><\/p>\n<p>11. Participants include: all players, coaches, team managers, delegates, referees, journalists, companions, event governors and staff.<\/p>\n<p><strong>IV. PLAYERS AND THEIR ELIGIBILITY<\/strong><\/p>\n<p>12. Every player has to be in possession of an ESBA-issued\u00a0<strong>Player ID\u00a0<span style=\"color: #ff0000;\">e-Card<\/span><\/strong>\u00a0(an electronic card), valid for all ESBA Championships. It confirms his\/her eligibility to play in the respective age category.<br \/>\n13. The Player ID e-Card indicates the player\u2019s name, surname and date of birth alongside a personal photo. This information is identical to the<strong>\u00a0player\u2019s profile<\/strong>\u00a0on the\u00a0<strong>ESBA official website<\/strong>. Player\u2019s personal photo is mandatory.<br \/>\n14. Only players in possession of an ESBA\u00a0<strong>Player ID e-Card<\/strong>\u00a0will be admitted to the game.<br \/>\n15. Only players, signed a\u00a0<strong>Waiver of Liability<\/strong>, will be admitted to the game.<\/p>\n<p><strong>V. TEAM MANAGER<\/strong><\/p>\n<p>16. Team manager (he\/she can also be one of the team\u2019s players) is responsible for the signing of Waiver of Liability by every Team\u2019s player.<br \/>\n17. Team manager is responsible for the accurate registration (by email) of the players before the start of the Championship (<em>File of \u201cTeam Application form\u201d is downloadable in the ESBA official website under INFO&gt;Download<\/em>).<br \/>\n18. Team Manager will receive Player ID e-Cards for all registered\/approved players in PDF format\u00a0<strong>as a confirmation of their eligibility<\/strong>. Note! Team manager\u00a0<strong>DO NOT<\/strong>\u00a0need to print them out prior the Championship, as they are electronic cards and consist of the same data as the players\u2019 profiles on the ESBA official website.<br \/>\n19. Team manager is responsible for issuing of the Player ID e-Card for players\u00a0<strong>not<\/strong>\u00a0already in possession of one. The following information about these players must be sent by email to ESBA, not later than 21 days before the Championship:<br \/>\na. Player\u2019s name, surname, date of birth;<br \/>\nb. Player\u2019s photo\/portrait (taken by camera or mobile phone);<br \/>\nc. scanned colorful copy of a valid passport or certificate of identification;<br \/>\n20. Twenty (20) minutes before each game, Team manager has to provide to table officials the correct players\u2019 uniforms numbers for that game in order to avoid of any misunderstanding for LIVE statistics during the game and all Championship.<\/p>\n<p><strong>VI. COMPOSITION OF A TEAM<\/strong><\/p>\n<p>21. The Team can consist of\u00a0<strong>up to 15<\/strong>\u00a0Team members.<br \/>\n22. The Team members are players, coach and one compulsory position &#8211; Team manager.<br \/>\nNote! Coach and\/or Team manager can also be one of the team\u2019s players.<br \/>\n23. The Team must have a\u00a0<strong>minimum<\/strong>\u00a0of 7 players.<br \/>\n24. The Team can consist of 15 players only, including playing coach and playing Team manager, but only\u00a0<strong>12 players<\/strong>\u00a0can attend a game.<br \/>\n25. No restrictions of players\u2019 nationality in a team, however, each team must represent an officially recognized country.<br \/>\n26. Player, coach or team manager may participate as a referee during the Championship, except the games in the same age category as his\/her team takes part.<\/p>\n<p><strong>VII. REGISTRATION<\/strong><\/p>\n<p>27. Team manager and\/or other representative person of a team (max 2 persons from every team) is\/are obligated to make the registration of the team scheduled a day before the first day of the Championship.<br \/>\n28. Team manager has to present\u00a0<strong>the final version<\/strong>\u00a0of\u00a0<strong>Team Application form<\/strong>\u00a0and the signed Team\u2019s\u00a0<strong>Waiver of Liability<\/strong>\u00a0to the Commissioner.<br \/>\n29. The last corrections of teams\u2019 rosters can be done during the registration.<br \/>\n30.<\/p>\n<p><strong>VIII. COMPETITION FORMAT AND SCHEDULE<\/strong><\/p>\n<p>31. The competition may be held in one or more groups depending on the number of registered teams in every category. Groups will be formed by drawing. The system of competition will be announced a week after team registration deadline.<br \/>\n32. The Championship will be played within 7 days (6 game days plus 1 rest day).<br \/>\n33. All teams will play a minimum of four (4) and a maximum of six (6) games during the Championship.<br \/>\n34. Every team shall play no more than one game a day and no more than three days in a row.<br \/>\n35. The game schedule will be published within 21 days of the team registration deadline.<br \/>\n36. There shall not be any change of date or game, nor any reschedule of games for any reason later than 7 days before the Championship.<\/p>\n<p><strong>IX. CLASSIFICATION OF TEAMS<\/strong><\/p>\n<p>37. Teams shall be classified according to their win-loss records \u2013 two (2) points for each game won, one (1) point for each game lost (including lost by default) and zero (0) points for a game lost by forfeit.<br \/>\n38. If there are two (2) or more teams in the classification with equal points, the result(s) of the game(s) between the teams involved will be used to determine the placing.<br \/>\n39. If the points and the goal average in the games between the two (2) or more teams are still the same, the classification will be determined by the goal average of all the games played in the group by each team.<br \/>\n40. A team which, without valid reason, fails to show up for a scheduled game or withdraws from the playing court before the end of the game, shall lose the game by forfeit and receive zero (0) points in the classification.<\/p>\n<p><strong>X. SUSPENSION OF GAMES<\/strong><\/p>\n<p>41. A game suspended due to any reason once started or prior its start shall not be rescheduled. The Technical Committee shall decide on the corresponding sanctions and the result.<br \/>\n42. There shall not be any changes in dates or games and no rescheduling of games for any reason once the tournament starts and when the game schedule is already settled.<\/p>\n<p><strong>XI. PLAYING RULES<\/strong><\/p>\n<p>43. Basic playing rules:<br \/>\na. Warm-up \u2013 15 minutes<br \/>\nb. Playing time \u2013 4 x 10 minutes<br \/>\nc. 24 second clock will be used<br \/>\nd. Half-time interval \u2013 10 minutes<br \/>\ne. Intervals between 1st &amp; 2nd and 3rd &amp; 4th quarters \u2013 2 minutes<br \/>\nf. Each team may request three timeouts during the first and second half with a maximum of two per quarter.<br \/>\ng. In the event of a tie, a five-minute overtime period will be played. Overtime periods will continue until a winner is determined. Overtime shall have one time-out per team. Interval between overtimes \u2013 2 minutes.<br \/>\n44. Sanctions of use of\u00a0<strong>ineligible<\/strong>\u00a0player(s):<br \/>\na. First infraction: the game is awarded to the opponents of the offending team. If the offending team lost the actual game by more than twenty (20) points, the result shall stand; if not then the game shall be awarded to the opponents of\u00a0 \u00a0 \u00a0 the offending team by a score of twenty to zero (20:0). In either case, the offending team shall receive zero (0) points in the classification.<br \/>\nb. Second infraction: the team shall be disqualified for the remainder of that competition<br \/>\n45. Any playing rule not expressly modified herein, shall be governed by the valid Official Basketball Rules as approved by FIBA.<\/p>\n<p><strong>XII. EXCEPTIONS OF RULES FOR UPPER CATEGORIES<\/strong><\/p>\n<p>46. The men categories of 65+ and older and women category of 55+ will be played by standard rules except:<br \/>\na. Playing time will be set \u2013 4 x 8-minute quarters.<br \/>\nb. teams will have 10-seconds for transposing the middle court and the 24-seconds clock will start when it happens.<\/p>\n<p><strong>XIII. PLAY SHIRTS COLORS<\/strong><\/p>\n<p>47. All teams should have two sets of competition uniforms (dark and light). The first team listed on the schedule will be designated as the home team and will wear the light-colored uniforms. The second team listed on the schedule will be designated the visiting team and will wear the dark uniforms. However, if the two teams involved agree, they may interchange the colors of the shirt.<\/p>\n<p><strong>XIV. THE AWARDS OF CHAMPIONSHIP<\/strong><\/p>\n<p>48. Each member of the team placed 1st to 3rd in each age category will be presented by medals of respective ranking.<br \/>\n49. The best teams in each category shall receive a Champions\u2019 Cup.<br \/>\n50. The most valuable players (MVP) of each category will be awarded.<br \/>\n51. The individual nominations (best scorer, most rebounds and best assists) in every category will be announced after the Championship in the ESBA website based on statistics.<\/p>\n<p><strong>XV. HEAD REFEREE<\/strong><\/p>\n<p>52. The Head referee is appointed by ESBA and will be:<br \/>\na. The coordinator of the referees and officiating table.<br \/>\nb. The technical chief during the tournament.<br \/>\nc. The person sending to the Technical Committee the referees\u2019 reports.<\/p>\n<p><strong>XVI. COMMISSIONER<\/strong><\/p>\n<p>53. The Commissioner(s) is\/are appointed by ESBA.<br \/>\n54. During the Championship Commissioner(s) has\/have rights to make a randomly control of the players\u2019 eligibility to play in the respective age category by collation with data in the original identification documents of the players (passports, certificate of identification).<br \/>\n55. In case of use of ineligible player(s), Commissioner informs about it the Head referee, who follows that point 44 would come into effect.<\/p>\n<p><strong>XVII. TECHNICAL COMMITTEE AND JURY APPEAL<\/strong><\/p>\n<p>56. The Technical Committee, approved by the ESBA Board prior to the Championship, is responsible for solving appeals, conflict situations and making resolutions on all disciplinary issues under the rules and disciplinary regulations of FIBA.<br \/>\na. The Technical Committee consists of 3 members \u2013 Head Referee of a Championship and two independent members enjoying the independency and legal practice.<br \/>\nb. Resolutions of the Technical Committee may be adopted with a simple majority of votes. In the event of a tie in the votes, Chairman of the Technical Committee has the deciding vote.<br \/>\n57. A jury of appeal, approved by the ESBA Board, must be formed prior to the Championship. There shall be 3 appointed members.<br \/>\n58. The function of the jury of appeal shall be to decide in the second instance appeals against decisions taken by the Technical Committee concerning the approval of game results and\/or penalties imposed. Its verdict is final, and it cannot be appealed.<\/p>\n<p><strong>XVIII. DOUBLE TECHNICAL FOUL<\/strong><\/p>\n<p>59. A player punished in the game with a second technical foul will be disqualified from the game.<br \/>\n60. A disqualified player in a game is suspended for the next game. Head Referee must follow the decision made.<\/p>\n<p><strong>XIX. PROTEST<\/strong><\/p>\n<p>61. If during Championship a team believes its interests have been adversely affected by a decision concerning the eligibility of a player(s) of the opposing team, by a decision of an official, or by any event that took place during a game, it must proceed in the following manner:<br \/>\na. The captain of the team in question shall, immediately at the end of the game, inform the Referee that his team is protesting against the result of the game by signing the score sheet in the space marked &#8220;<strong>Captain&#8217;s signature in case of protest<\/strong>&#8220;.<br \/>\nb. In order to make this declaration valid, it is necessary for the official representative of the team to give confirmation of this protest in writing within the 20 minutes following the end of the game.<br \/>\nc. Detailed explanations are not necessary. It is sufficient to write: &#8220;The team X protests against the result of the game between the teams of X and Y&#8221;. Then he shall deposit, as security, a sum equivalent to EUR 200 in cash to the representative of ESBA or the Technical Committee.<br \/>\nd. Should a protest be filed by one of the teams, the Referee of corresponding game shall immediately report the incident to Head Referee.<br \/>\ne. The Technical Committee\u2019s decision must be made no later than three hours (3) after the game.<br \/>\n62. If the protest is accepted, the security deposit shall be refunded.<br \/>\n63. Should the team in question, or that of the opposing team, not be in agreement with the decision of the Technical Committee, it may then address an appeal to the Jury of Appeal.<br \/>\n64. To make this valid, the appeal must be made within twenty (20) minutes following the delivery of the decision of the Technical Committee and accompanied by a deposit, as security, equivalent to EUR 400 in cash.<br \/>\n65. The Jury of Appeal shall judge the appeal in the last instance, and its decision shall be final.<\/p>\n<p><strong>XX. TRAINING SCHEDULE<\/strong><\/p>\n<p>66. Each team will be able to hold one practice (60 minutes) for free of charge in the day before the Championship will start. Training schedule has to be prepared according to the written requests of the teams not later than 7 days before the Championship<\/p>\n<p><strong>XXI. FINANCIAL CONDITIONS<\/strong><\/p>\n<p>67. Teams shall afford their travel, as well as domestic travel expenses.<br \/>\n68. Teams shall afford their accommodation expenses.<br \/>\n69. Participation fee is set at:<br \/>\na. For\u00a0<strong>women<\/strong>\u00a0teams:<br \/>\n\u2022 600 EUR until March 1, 2022<br \/>\n\u2022\u00a0800 EUR until May 1, 2022<br \/>\nb. For\u00a0<strong>men<\/strong>\u00a0teams:<br \/>\n\u2022 800 EUR until\u00a0March 1, 2022<br \/>\n\u2022\u00a01000 EUR until\u00a0May 1, 2022<br \/>\n71. Team\u2019s Participation fee includes the following minimum:<br \/>\na.\u00a0Organizing of the games (gyms, officiating table, international referees, LIVE statistics, water during the games, registered medical personnel at each game, one per venue during the Championship period)<br \/>\nb. Publicity in the official website of ESBA and Facebook up-to-date (articles, photos, videos)<br \/>\nc. Opening event<br \/>\nd. Social party<br \/>\ne. Award ceremony<br \/>\n\u2022\u00a0Gold, bronze and silver medals in every age category;<br \/>\n\u2022\u00a0Champions Cup for every best team in each category;<br \/>\n\u2022\u00a0Prize for the most valuable players (MVP) of the Championship of each category.<br \/>\n72. Due to unclear conditions for public events, like Social Party in 2022, ESBA keeps rights to make a final decision to organize it or not based on guidance of local government one month before the start of Championship and to set an additional entrance fee\u00a0in case of positive answer.<br \/>\n73. Championship gift boxes will not be provided in 2022. Participants will be able to\u00a0purchase\u00a0merchandise with Championship and\/or ESBA emblems.<br \/>\n74. All other charges and expenses during the tournament have to be covered by own participants.<br \/>\n75. The teams, who by any reason cannot participate in a Championship, will be refunded with the 50% of the payment of the registration fees subject to information to the Organizing Committee not later than forty-five (45) days before the beginning of the Championship.<br \/>\n76. After the time mentioned above no refund will be reimbursed for retirement or nonattendance. The registration fees paid will be kept covering the expenses of the championship.<br \/>\n77. Participants are responsible for organize their own personal accident insurance. The Participation fee does not cover personal accident insurance.<\/p>\n<p><strong>XXII. COMMUNICATIONS AND MEDIA<\/strong><\/p>\n<p>77.
